Many of you have been aware that HB2725 (Water Easement Act) authored by Rep. Monty Davenport (District 86 ? Baxter, Boone, Marion, Searcy & Stone Counties) was filed in the Arkansas House of Representatives on March 7 and after two readings (requiring rules suspension), was referred on the same day to the Committee on City, County, & Local Affairs ? House. This bill may have limited recreational use of waters considered ?non-navigable? as defined in the 1800?s. It was a bad bill that was withdrawn by the author on April 7. Seconds later on the same date, it was recommended for study by the Joint Interim Committee on City, County & Local Affairs Committee ? House.
